本项目总投资235000万元，是德阳市向全社会公开招商，采取的BOT融资模式，覆盖德阳市、罗江市、中江县等行政区域共计105个污水处理站，综合污水管网2700余公里，是落实中央及国务院、生态环境部关于水污染防治与水资源保护还人民一个天蓝、山绿、水清的良好生态环境的重点项目。
