地上建筑为一栋高层塔楼与低层裙房组合的综合建筑。整体建筑造型现代简洁，穿插“熊猫元素”，寓意扬帆起航的同时呼应雅安的地域特色。地上总建筑面积为36638.57平方米。分为会议展览中心、宴会厅、五星级酒店三个功能区。
