项目位于四川省宜宾市临港经济技术开发区，占地面积为67844平方米，建筑面积为57644平方米，投资约14000万元。本项目是哈尔滨工业大学与宜宾临港的一次校地合作，项目将引进孵化包括新材料、智能制造、节能环保、信息技术、新能源等领域的高新技术产业，促进宜宾的产业转型升级并带动区域经济发展。
